Portland, Ore., March 2026 – The Center for Outcomes Research & Education (CORE) is pleased to announce six new projects with our cross-sector partners in Oregon and Washington State.

Delivering a learning series on a key CCO foster care metric

We’re excited to share that CORE was selected by the Oregon Health Authority (OHA) to support a six-month learning series for Oregon’s Medicaid Coordinated Care Organizations (CCOs) and provider partners serving youth in foster care. The series aims to identify ways to improve performance on a key CCO incentive metric related to timely health, physical, behavioral, and dental care assessments for children entering foster care. 

Supporting community health improvement plans for Oregon’s CCOs

We also recently kicked off a series of interviews and an environmental scan to help CCO’s understand new and overlapping requirements for community health improvement plans (CHPs), local behavioral health plans, and other CCO planning and reporting requirements. The goal of this work is to support compliance with Oregon House Bill 2208, which updated prior CHP rules. 

Collaborating with Greater Health Now to evaluate local programs

CORE's work with Washington State’s Accountable Communities of Health (ACHs) continues to grow through a new project with Greater Health Now (GHN). Our team will design evaluation plans for several key GHN initiatives, including community paramedicine, community health worker workforce development, and a transition of care pilot.

Using data to guide CHOICE ACH’s investments in care and community connections

Through another exciting new ACH partnership, CORE will work with CHOICE Community Health Organization and its partners to identify characteristics of subpopulations with high healthcare needs or use. Findings will help CHOICE guide investments in care and community services.

Identifying transportation needs data for Clatsop Rural Health Coalition

CORE is launching a partnership with Oregon’s Clatsop Rural Health Coalition to identify local transportation needs and barriers to treatment for substance use disorder. Our team will help the coalition identify and select data sources for this effort. We will also provide support for data collection and analysis. 

Studying a community teaching kitchen’s impacts on diabetes and healthcare

Building on several years of strong partnership with the Providence Community Teaching Kitchen (CTK) in Milwaukie, Oregon, CORE will study the impact of the CTK’s services on key diabetes management measures and health care use. This project is made possible by funding from the William E. and Thelma F. Housman Foundation for Medical Research.
