Collective Bargaining Update - March 22, 2022

We are very happy to report that a complete, recommended tentative agreement has been reached by the Providence Kodiak Island Medical Center and Alaska Medical Employees Association (AMEA) bargaining teams. 

The AMEA team will be communicating with its members about the ratification process and the terms of the tentative agreement. 

Both teams worked very hard to reach this agreement, spending many hours meeting virtually and in person. Thanks to both bargaining teams for their dedication and persistence to reach this positive outcome.

Natutuwa kaming iulat na nagkaroon na ng kumpleto at inirerekomendang pansamantalang kasunduan ang Sentrong Medikal ng Providence Kodiak Island (Providence Kodiak Island Medical Center) at Samahan ng mga Medikal na Empleyado sa Alaska (Alaska Medical Employees Association, AMEA) na mga team ng bargaining. 

Makikipag-ugnayan ang team ng AMEA sa mga miyembro nito tungkol sa proseso ng pagpapatibay at sa mga kondisyon ng pansamantalang kasunduan.

Collective Bargaining Update - March 7, 2022

The Kodiak Medical Center and AMEA union teams met today, March 7, for a third day of productive contract negotiations. 

The parties exchanged package proposals covering compensation, benefits, time-off (including the PTO, short-term disability and paid parental leave benefit programs), low census procedures, and the discipline/attendance articles. 

Although we have not yet reached a complete tentative agreement, we believe that the discussion at the table on the package proposals helped identify areas of common ground and potential agreement. 

The medical center team looks forward to continuing negotiations in person on March 21 and 22.

Nagpulong ang Sentrong Medikal ng Kodiak (Kodiak Medical Center) at mga team ng unyon ng Samahan ng mga Manggagawa sa Munisipyo ng Anchorage (Anchorage Municipal Employees Association, AMEA) ngayong araw, Marso 7, para sa ikatlong araw ng produktibong negosasyon ng kontrata. 

Nagpalitan ang mga partido ng mga package ng panukala na sinasaklaw ang bayad, mga benepisyo, bakasyon (kasama ang may bayad na bakasyon (paid time-off, PTO), mga programa ng benepisyo para sa pansamantalang kapansanan at may bayad na bakasyon dahil sa pagkakaroon ng bagong anak), pamamaraan para sa mababang census, at ng mga artikulo ukol sa disiplina/pagpasok. 

Kahit na wala pa tayong kumpletong pansamantalang kasunduan, naniniwala kaming nakatulong ang pagtalakay sa mga package ng panukala na tukuyin ang mga bahaging mapagkakasunduan at magiging potensyal na kasunduan. 

Nasasabik na ang team ng sentrong medikal sa pagpapatuloy ng mga negosasyon nang personal sa Marso 21 at 22.

Collective Bargaining Update - Wednesday, Feb. 23, 2023

The union and medical center teams met for a second day of bargaining on Feb. 23, 2022.    

At the beginning of the day, the medical center team provided its first set of initial proposals and counterproposals, addressing a number of different subjects including corrective action, low census, pay premiums, compensation and time-off programs and benefits.   

The biggest proposed change is to the medical center’s time-off program. The program proposed by the medical center today (much like the one proposed several years ago when the teams last met to negotiate a three-year contract) involves transitioning away from the current PTO/sick program to a PTO, short-term disability and paid parental leave program.   

To help ease caregivers’ way should the union and its membership agree to move to this new program, the medical center also proposed several letters of agreement providing for early cash-out of vested sick leave hours, moving up to 180 hours of unvested sick leave time to an extended illness time/benefit for continued use, a bonus based on years of service, deposits of extra PTO days during all three years of the contract (again, depending on years of service), and special travel time available for caregivers who are traveling on and off Kodiak Island, who oftentimes encounter weather delays.      

The union team asked excellent questions about all of the medical center’s proposals and requested additional information from the medical center to evaluate them. We will provide that information as soon as possible, and we know that the teams will continue to have good faith discussions about both sides’ proposals in future bargaining sessions.   

We anticipate multiple bargaining sessions/dates during March before the contract expires and are discussing dates now.  We will let you know when those dates have been set.

Nagpulong ang mga team ng unyon at sentrong medikal para sa ikalawang araw ng bargaining noong Peb. 23, 2022.    

Sa pagsisimula ng araw, ibinigay ng team ng sentrong medikal ang una nitong set ng mga paunang panukala at kontra panukala, na tinutugunan ang ilang magkakaibang paksa kabilang ang aksyon para sa pagtatama, mababang census, pagbabayad ng mga premium, pagbabayad, at mga programa at benepisyo para sa bakasyon.   

Pinakamalaking ipinanukalang pagbabago ang programa para sa bakasyon ng sentrong medikal. Para tulungang mapagaan ang pagpoproseso ng mga caregiver kapag sumang-ayon ang unyon at kasapian nito na umipat sa bagong programang ito, nagpanukala rin ang sentrong medikal ng maraming sulat ng kasunduan na nagbibigay ng maagang cash-out para sa ibinigay ng oras ng bakasyon dahil sa pagkakasakit, pagdaragdag ng oras hanggang 180 oras ng hindi ibinigay na panahon para sa bakasyon dahil sa pagkakasakit para maging mas pinahabang oras ng pagkakasakit/benepisyo para sa tuloy-tuloy na paggamit, bonus batay sa mga taon ng serbisyo, deposito ng mga karagdagang araw ng PTO sa loob ng buong tatlong taon ng kontrata (muli, depende sa mga taon ng serbisyo), at available na espesyal na panahon ng pagbibiyahe para sa mga caregiver na nagbibiyahe papunta at paalis sa Kodiak Island, na madalas na nakakaranas ng mga pagkaantala dahil sa lagay ng panahon.

Collective Bargaining Update - Feb. 22, 2022

We thank the union and medical center bargaining teams for their time spent today on negotiations for the new collective bargaining agreement covering represented caregivers who work at Kodiak. The union team provided a comprehensive proposal at the outset of negotiations. The medical center team is working hard to provide a comprehensive response to all the union’s proposals, as well as provide its own proposals.  

The teams plan to meet again tomorrow morning to discuss the medical center’s proposals and counterproposals.

Contract negotiations begin Feb. 22

This week, Providence Kodiak Island Medical Center will begin negotiating with the Alaska Medical Employees Association (AMEA) on a contract covering our represented caregivers. In these negotiations, Providence is committed to working with the union to develop an agreement that reaches our shared goals -- providing competitive wages and benefits for our staff and ensuring we are positioned to provide patients with high-quality, affordable care.  

As you may recall, Providence and AMEA were actively negotiating a new contract. Among the key issues under discussion at that time were PTO plan structure, short-term disability benefits and travel time allowances. To allow focus on the COVID-19 response, bargaining sessions were suspended and two separate one-year contract extensions were signed.  

As we resume negotiations for a new contract, and throughout this process, our intention is to support a productive dialogue among our caregivers and core leaders. Many issues discussed during negotiation can be complex and challenging. Our goal is to create an environment where we can have open and constructive discussions leading to an agreement that best serves our caregivers, patients, our organization and the community we serve.  

Negotiation format 

Given the highly transmissible rate of the omicron variant and COVID-19 cases among caregivers and throughout the community, we cannot commit to in-person contract negotiation sessions at this time. Travel and meeting restrictions are expected to be in place through February. The negotiation sessions scheduled this week will be conducted virtually. 

We understand the value of meeting in-person. But, based on our experience with negotiation of the last contract extension for AMEA and Kodiak, we know that virtual contract negotiation sessions can and do work. Currently, negotiations at all other Providence-affiliated facilities, not limited to Providence Alaska facilities, are being conducted virtually and have been very productive.  

Assuming the omicron-related surge continues to decline, we anticipate that in-person negotiation sessions can safely resume in March.
