Air Pollution Exposure Index by Race/Ethnicity, Cancer and Non-Cancer Risk, 2015 Whites in Orange County have lower air pollution exposure than the county average while people of color tend to have higher than average air pollution exposure. Latinos have the highest air pollution exposure index value (for cancer and non-cancer risk) of 69 while African Americans have a value of 66 and Asian Americans/Pacific Islanders have a value of 65. Levels of pollution exposure are higher in Orange County for nearly all broad racial/ethnic groups than in California or the United States overall.
