Orange County still remains less segregated than the state of California and the United States overall. Segregation is measured by the entropy index, which ranges from a value of 0, meaning that all census tracts have the same racial/ethnic composition as the entire region overall (maximum integration), to a high of 1, if all census tracts contained one group only (maximum segregation).
